The Port City of Khalyss stands along the southern shores of the Maiden's Sea, three days by ship from the Imperial Capital of Dah'Kalyn, or roughly nine hours by dragon flight. As the largest harbor within the Empire of Xytheria, Khalyss serves as the gateway through which the wealth of the realm enters and departs. Merchant fleets from every corner of the known world crowd its harbors, their holds laden with gemstones, timber, spices, rare metals, grain, silk, livestock, and countless other goods bound for the markets of Dah'Kalyn. Ships bearing explorers, diplomats, craftsmen, scholars, and those seeking Imperial citizenship make landfall here before traveling inland to the capital.
Before its rise, the city was known as Wail's Rest, a lawless settlement controlled by the infamous slave lord Vorak Dreadtide, remembered throughout maritime history as The Iron Harpoon. From its harbor he built a thriving trade in chains, trafficking thousands beyond the authority of House Xytheris while growing wealthy enough to challenge the Empire's dominion over the Maiden's Sea. Such defiance could not endure. Upon learning that another claimed ownership over slaves within Imperial waters, Emperor Cin Xytheris descended upon Wail's Rest in his true dragon form. Fire swept across the docks, warehouses, and fleets until the harbor burned atop the sea. As the city fell, a massive ballista bolt struck the Emperor through the shoulder, forcing him from the sky onto the burning streets below. There he continued the battle on foot with flame, fury and teeth, breaking Vorak's defenders before slaying the slaver himself. The conquest lasted less than an hour. By sunset, Wail's Rest existed only as ash scattered on the tide. The scar on the Emperor's shoulder remains a reminder that even dragons may bleed, though never without exacting a greater price.
The city that rose from those ashes was not rebuilt in the image of its predecessor. Over the next two years House Xytheris oversaw the construction of an entirely new harbor worthy of the Empire. Broad stone quays replaced weathered piers. Towering sea walls guarded the bay. Massive cranes, warehouses, dry docks, and shipyards transformed Khalyss into the greatest maritime center in Xytheria. Governance of the city was entrusted to Sir Vaelor Ashmere, a decorated Imperial naval commander whose loyalty and discipline rebuilt order where chaos had once ruled. Though the Dragon Throne holds ultimate authority, it is Sir Vaelor who oversees the daily administration of Khalyss and ensures that every ship entering Imperial waters does so beneath the banner of House Xytheris.
Unlike many Imperial cities, Khalyss is governed largely by free citizens of humble origin. Humans and beastfolk make up the overwhelming majority of its population, many having earned or purchased their freedom through years of faithful service beneath the Empire. Families who once wore collars now own ships, oversee warehouses, command fishing fleets, and manage thriving businesses along the harbor. Their success is regarded throughout Xytheria as proof that loyalty and industry may elevate even those born into bondage, provided they remain faithful to the Dragon Throne.
Among the city's most celebrated establishments stands The Ember Leviathan, a sprawling tavern overlooking the western docks whose carved dragon beams and smoke-blackened stone have welcomed sailors, merchants, mercenaries, explorers, and adventurers for generations. It is here that voyages are planned, fortunes are wagered, Imperial contracts are signed, and tales are exchanged over strong drink well into the night. More than one expedition into the unknown has begun beneath its roof, and more than one legend has returned to end its journey there.
The waters surrounding Khalyss are among the richest and most dangerous in the Empire. Vast pods of sapphire whales accompany the fishing fleets, their migrations guiding seasoned captains toward abundant waters. Towering sea drakes nest among the distant cliffs while enormous tide serpents weave silently through the deeper currents. Beneath them all dwell the ancient leviathans, creatures so immense that entire vessels have mistaken their backs for islands before watching them disappear beneath the sea. Though encounters are rare, every captain sailing from Khalyss learns to respect the deep, for the Maiden's Sea has always belonged to older things than men.
The harbor itself is built upon volcanic stone formed by a chain of active volcanoes hidden beneath the sea floor. Their presence warms the surrounding waters throughout the year and enriches the fisheries that sustain the city. Several times each year the mountains beneath the waves awaken, sending tremors through the harbor and casting ash high into the sky. Some eruptions pass with little consequence while others reshape portions of the coastline and test the resolve of Khalyss' people. Even so, the city has never been abandoned. Its citizens rebuild with the certainty that the sea which threatens them is the same sea that made them prosperous.
Khalyss is also home to the largest shipyards in the Empire, where the famed Imperial Dragon Fleet is constructed. Fashioned from enchanted ironwood, black oak, and reinforced Aetherion keels, these vessels are designed to weather violent seas and withstand magical assault. Their towering prows bear gilded dragon heads, their sails display the black and gold of House Xytheris, and many are built with broad landing decks from which dragons may launch or descend without slowing the fleet's advance. Across the known world, few banners inspire greater confidence among allies or greater caution among enemies than the dragon standard rising above the harbor of Khalyss.
Though Sir Vaelor governs the port, the Emperor's presence is never distant. Cin Xytheris regularly patrols the skies above the Maiden's Sea, watching the shipping lanes and the distant horizon alike. Merchant captains have grown accustomed to glimpsing a great dragon crossing the clouds overhead, for the Emperor tolerates no rival slave trader, pirate lord, or foreign power claiming authority within Imperial waters. The lesson first taught in the ashes of Wail's Rest has never been forgotten.
